ABU DHABI – The Cabinet of Ministers has issued Resolution No. 112 of 2023, dated 13 November 2023, introducing new official fees for patents, industrial designs, and utility models. The main features of the revised fee schedule are as follows:

Reinstatement of Official Fees for All Free-of-Charge Services
The new schedule reinstates new official fees for the services which were previously provided free of charge. Examples include but are not limited to publications, annuities, recordals of assignments, amendments, restorations, and changes of agents.

Recognition of SMEs and Academic Entities
Including small and medium-sized enterprises (SMEs) and academic entities within the reduced fee scheme.

Introducing New Services
It is now possible to request changes to the entity size of the applicant, add more claims to the application, request the restoration of a lapsed application, request expedited examination, and request a re-examination of minimal errors.

Moreover, the official fees will be calculated based on the number of claims.

Said decree will be published in the Official Gazette and will become effective after sixty (60) days from the date of the publication.

BAHRAIN: REDUCES ITS PATENT AND UTILITY MODEL FEES FOR INDIVIDUALS

MANAMA – The Minister of Industry and Commerce, by Ministerial Decree number 67 of 2023, has implemented progressive fee adjustments by reducing the official fees for patent and utility model registrations for individual applicants.

Please refer to the table below for the new fees:

These fees are effective as of 22 September 2023.

Under the new tariffs, the Ministry aims to foster innovation and make it easier for individuals to protect their ideas by benefiting from the reductions.

UNITED ARAB EMIRATES: CERTAIN OFFICIAL FEES RELATED TO PATENTS, INDUSTRIAL DESIGNS, AND UTILITY MODELS WAIVED

ABU DHABI – Pursuant to the Ministerial Decision number 51 of 2019 issued by the Ministry of Economy, the official fees have been waived for some services related to patents, industrial designs, and utility models, namely:

Annuities/renewals
Publications
Recordals (assignment, merger, licensing)
Amendments
Patent restoration
Change of representative

The decision was published in the Official Gazette of 7 July 2019 and the new reduced fees were adopted on September 2019.

Bahrain – New Implemention Regulations Affecting Patents and Utility Models Official Fees

MANAMA – The Patent Office in the Ministry of Industry, Commerce and Tourism of Bahrain issued its Implemention Regulations for Patents and Utility Models Law No. 1 of 2004 to begin substantive examination of pending and new applications. Said decision was published in the Official Gazette number 3397 on 13 December 2018.

Accordingly, the official fees for patent and utility model transactions has been reviewed and increased with an effective date of 18 December 2018.

Madagascar – Increase in IP Official Fees

Paraguay – Increase in Official Fees

This is to inform our valuable clients that the Dirección Nancional de la Propiedad Industrial (DNPI) has issued Decree No. 4798/2012 on December 2012 describing changes in the Trademark Office.

The new law imposes increased official fees (government taxes) for trademark registrations, renewals, related trademark procedures, industrial designs, utility models, and patent annuities.

While those fees have increased, our professional fees remain unchanged.

Russia – Change in Official Fees

This is to inform our valuable clients that the Official fees for Trademarks, Patents, Industrial Designs, and Utility Models have been changed in Russia on 22 August 2012.

For trademarks, an increase of 35% has been imposed, while for Patents, Designs, and Utility Models the Official fees has notably reduced for foreign applicants.

It is worth noting that these changes had to be made as a result of Russia’s joining the WTO.

Our new schedule of charges will reflect the changes in the official fees only, while professionals will remain same and available upon request.
