Today, when the full realization of the rights of authors, performers, phonogram producers and other holders of copyright and related rights on an individual basis is virtually impossible, the creation of organizations that administer economic rights on a collective basis, it is the mechanism that ensures the rights of these individuals, creating at the same effective access to the works and the possibility of their lawful use. Such organizations are created directly by the owners of copyright and related rights, and operate within the limits of their authority.

In accordance with the Law “On Copyright and Related Rights” (hereinafter the Law) before creation of organizations that administer economic rights on a collective basis, Kyrgyzpatent performs the functions and responsibilities of these organizations.

Powers of national authors in the management of their property rights transferred to Kyrgyzpatent directly by holders as written agreements.

One of the priorities of the Kyrgyzpatent is the development of relations with foreign copyright societies.

On June 8, 2005 Kyrgyzpatent received the status of a permanent member of the International Confederation of Societies of Authors and Composers (CISAC).
